Village of Clive will see $90k from federal grant program

The Village of Clive council approved an agreement with the federal government that will see the municipality receive about $90,000 in grant funding. The agreement was authorized at the Sept. 9 regular meeting of council.
Councillors read a report from Chief Administrative Officer (CAO) Carla Kenney regarding the Government of Canada’s Canada Community Building Fund (CCBF) and the associated memorandum of agreement.
In a phone call Sept. 13 Kenney confirmed councillors approved the agreement for the program that used to be known as the federal gas tax. She noted Clive will receive around $90,000 through the agreement.

Drainage issue
Councillors accepted an engineer’s memo on a drainage issue that popped up this year.

Kenney noted the Village of Clive will do a major infrastructure project at the intersection of 49 Street and 49 Ave., likely in 2026. However, a Clive property owner complained about a drainage problem in his yard this year so the village asked an engineer to look at this issue’s possible effects on the 2026 project.
Kenney noted the engineer’s memo confirms the village’s position that it will not affect the 2026 project.

Councillors accepted the memo as information.

Golf carts
Councillors decided to wait and see how the golf car pilot program proceeds before Clive enters the fray. Kenney noted the provincial government made recent legislation changes which allow for golf carts on public roads.
However, such vehicles must be insured and municipalities also have a few roles to play: Municipalities like Clive must register the golf carts and proper signage must also be placed.
Kenney stated councillors decided they will wait and see how other communities handle this opportunity before making any decisions.

Encroachment agreement
Councillors unanimously approved an encroachment agreement related to the recent subdivision and sale of a property.
Kenney stated that after a property was recently subdivided and sold it was discovered a garage actually encroached on public property.

The agreement approved by councillors allows for the encroachment which Kenney stated has existed for many years.

Taxes due
In her regular report to council the CAO reported that property taxes in Clive were due Aug. 31, with the municipality subsequently noting $3,774 in late penalties issued on Sept. 1.

The CAO noted that number is about 4.8 per cent of the 2024 property tax bills.
Kenney stated that’s also about $700 less than last year.

Community complaints
Kenney stated one resident made an informal complaint in the village office about unsightly premises. However, the resident was concerned that a formal, written complaint would have to be made.
Other recent issues included uncut grass, a dog running at large and two noise complaints received about after-hours activity at the baseball diamonds.

Christmas
Councillors approved assisting with costs for the Clive Christmas Gala. The CAO noted councillors felt this would be a good event to bring the business community together and help from the village would make it a bit more affordable.
