Town of Castor leaves drainage request alone

Town of Castor council chose not to proceed with ground work along 51st Avenue after reading an engineer’s report on the subject at their regular meeting Oct. 26.

The subject of 51st Avenue topographical survey was presented to councillors by Chief Administrative Officer (CAO) Christopher Robblee, who noted the quote for possible work on that area had been received from ISL Engineering and Land Services in a letter dated Sept. 28.

“As a follow-up to our recent discussions please accept this proposal for a topographic survey of the north and west ditch adjacent to the K. Drake property,” stated the letter signed by Darin Hicks, P.Eng.

Hicks’ letter stated the estimate included topographic survey of the subject area with the limits based on the attached figure (see map) and preparation of a topographic survey plan including detailed survey points. 

The letter went on to state the entire survey, including planning, work and reporting, would take about a month to complete.

“We propose to complete the identified scope of services on an hourly basis with a suggested budget of $2,334, which includes expenses and disbursements,” stated Hicks’ letter.

“If any additions to the proposed scope of work or revisions are required, we will advise you of any necessary changes to schedule and fees. 

Approval will be obtained prior to carrying out any changes or additional work.

“Any additional work which is completed outside of the identified scope will be invoiced on an hourly basis.”

During discussion, Robblee noted the quote was for work on the ditch just in front of the road and the swale off to the side. 

He noted this issue had been discussed several times at council meetings before and stated councillors had requested more information before making a decision.

The CAO also noted the property owner in question was requesting help from the town on the drainage issue.

The topic of how to get surveys conducted was mentioned. Robblee answered that third party surveys are usually preferred.

Coun. Lonny Nelner stated that if the town is compliant at the present time, why change things?

Councillors eventually agreed to accept the quote for information.
