Starland County council approved an amendment to Policy 320-6, a road use agreement, during their Wed. July 26 meeting.
The new policy includes added information to the road use agreement form, such as the start and end date, origin and destination legal subdivision (LSD), the proposed route and the number of loads.
According to Starland County’s Legislative Coordinator Matthew Kiemele, it saves public works staff a step when dealing with road use agreements as they won’t need to fill out this information themselves.
The agreement has also been changed and no longer includes the condition, “this agreement will be in effect from the date of authorization until Dec. 31 of that calendar year.”
Instead, the agreement will have a start and end date that is individualized to each contract.
Barbecue rental
Council has approved amended Policy 310-4(i) contracting out municipal equipment – County Barbecue Trailer.
The trailer is used primarily by Starland County. However, community groups, schools, charities and non-profits also rent the trailer. Exceptions to these groups can be approved by the Chief Administrative Officer (CAO) Christopher Robblee, who will then notify council about the rental if it is being rented outside Starland County’s outer boundaries.
In the past, groups outside had to apply to the council to request the use of the trailer.
Reeve Steven Wannstrom questioned what was considered the outer boundaries and how far the trailer would be going.
“It would include the villages, that’s within our outer boundaries, outside of our boundaries are the Special Areas, Drumheller, Kneehill, Stettler,” said Judy Fazekas, corporate services director. “So, again, we’ll probably be one to three hours away.”
Council decided that it would be upon the discretion of the CAO as all requests outside of their boundaries need to be approved.
The other concern was that most events occur during the weekends, and the policy says that the trailer will be dropped off and picked up by Starland County.
According to Wannstrom, the staff are trying to transport the trailer during work hours, so they are dropping it off Friday and picking it up Monday if the trailer is being used on the weekend.
Council added a section to the policy stating that the barbecue trailer must be placed in a secure location when it is not being used to prevent it from being stolen.
Agricultural disaster
Council declared an agricultural disaster for the County of Starland due to dry weather conditions.
